COTSWOLD HILLS LEAGUE
LEAGUE CONSTITUTION

  1. Title
    The League (which was formerly The 3-D Cotswold Hill League incorporating John Shepherd Tapster Pennant League) shall be called "The Cotswold Hills League" (herein referred to as "The League").
     
  2. Objects
    To provide competitive cricket in the continuing good spirit between a number of clubs in the Cotswold Hills locality.
     
  3. Membership
    1. The League shall consist of such clubs as may be involved to form a Premier Division and six further divisions with a maximum of ten teams in each division.
    2. Each club shall agree to fulfil the fixtures arranged, conform with the rules of the League, the decision of the Executive Committee and meet their obligations to the League.

  4. Administration
    The affairs of the League shall be governed by an Executive Committee which shall meet at least four times a year. It shall consist of the Chairman, Secretary, Treasurer, Fixture Secretary, Results Co-ordinator and six other elected representatives, to include a delegate from the Junior Section.
    There will also be an Executive Adjudication Committee, consisting of at least one of the Chairman, Secretary and Treasurer, with the balance being made up to the five required from the elected representatives, who shall meet at seven days' notice to adjudicate on any rules / results / queries, or disciplinary matters or disputes affecting the member clubs. The decision of the Adjudication Committee shall be binding on these matters.
    The areas of responsibility for the main Executive Committee shall be as follows :-
    1. to run the League on a day to day basis through the elected officers.
    2. to ensure that the Laws of Cricket are obeyed.
    3. to liaise with the Clubs within the League through their Honorary Secretaries.
    4. to select teams representing the League.
    5. to issue press releases authorised by its Chairman.
    6. to decide on application by Clubs to join the League and to place them, and existing Clubs, in such divisions as may be deemed necessary.

  5. Meetings
    1. The Annual General Meeting of the League shall take place in February. The Secretary of the League shall give not less than 21 days notice in writing to the representatives of member clubs. The Annual General Meeting may be attended by any current member of a member club but the voting shall be as set out in Rule 6 below. The meeting shall transact the annual business of the League and consider items submitted in writing to the Honorary Secretary not later than the 31st December preceding the date of the meeting. A quorum at such meetings shall be the representatives of not less than half the member clubs.
    2. In addition to the Annual General Meeting, all clubs shall attend the full meeting of the League in April, notice shall be given and numbers for a quorum shall be as in paragraph (a) above.
    3. Executive Meetings
      The Executive Committee shall meet at least four times a year to ensure the efficient administration of the League's affairs, on dates to be decided by the League Secretary. All minutes of these and any other meetings shall be posted on the League web site for information to all clubs.
    4. Extraordinary / Special General Meetings
      A Special General Meeting may be summoned at any time by the Executive Committee or on application to the Honorary Secretary in writing. The application must bear the signatures of the Secretaries of not less than five member clubs and shall state clearly the motion(s) which it is required shall form the purpose of the Special General Meeting. This shall take place within six weeks of the receipt of the application and shall discuss only the motion(s) which form(s) the contents of the application.
      Notice of this meeting shall be given as in paragraph (a) above. A quorum shall be as laid out in paragraph (a) above.
    5. The Executive Committee may request any club to attend a Ground Maintenance seminar which will be arranged and run by one of the ECB qualified Groundsmen. This will be designed to improve knowledge for the maintenance and production of pitches and the ground in general. The cost of these seminars will be £30 per club.
    For non-attendance by a member club at the Annual General Meeting, any Special General Meeting, the pre-season Balls Distribution Meeting, or a Ground Maintenance seminar, a fine of £50 will be payable.

  6. Voting
    1. At the Annual General Meeting and any Special General Meeting the voting shall be on the basis of one vote per qualifying team. In the event of a tied vote the Chairman or his nominated deputy, who shall not otherwise vote, shall have the casting vote. At all times a simple majority of those present shall be decisive.
    2. Executive Committee
      At the Executive Committee meetings the voting shall be on the basis of one vote per elected member. In the event of a tied vote the Chairman or his nominated deputy, who shall not otherwise vote, shall have the casting vote. At all times a simple majority of those present shall be decisive.
      At Executive Adjudication Committee Meetings all members will have a vote with a simple majority being decisive.

  7. Finance
    Each member club shall be required to pay on or before 1st June an annual subscription, the amount to be decided upon by the Executive Committee.
    The Treasurer shall prepare an audited account for the year ended 31st December to be circulated to member clubs at the Annual General Meeting. The League Account shall be held by a local bank as decided upon by the Executive Committee. All cheques shall be signed by any two of the Chairman, Secretary and Treasurer.
     
  8. Entry Into or Withdrawal From the League
    1. Application for membership of the League should be made in writing to the Honorary Secretary.
      Prospective applicants will be carefully assessed by the Executive Committee with regard to their suitability. In the event of there being more than one suitable applicant for the vacancy, the resulting Executive Committee vote is to be binding.
    2. Resignations
      Clubs intending to resign from the League must notify the League Secretary in writing prior to 31st August for the following season to allow the fixture lists to be undertaken by the League without fear of late withdrawals. Failure to resign by that date will result in a fine of £100.

  9. Trophies
    1. All trophies remain the property of the League and should be held by winning Clubs and / or players for one year. They shall be returned to the Secretary of the League in good condition and suitably engraved by 1 September of the following year, otherwise any offending Club or player shall be liable for a fine of £50.
    2. All award winners are expected to attend the Presentation Evening, otherwise a fine for non-attendance of £50 will be payable.

  10. Affiliation
    The League shall be affiliated to the England & Wales Cricket Board (ECB). Individual clubs must be affiliated to the ECB via their respective County Cricket Boards.
